In Mexico, the regulation of gambling activities is under the jurisdiction of the Secretaría de Gobernación (SEGOB), the Ministry of the Interior 1. According to the Mexican gambling laws, all forms of gambling, including online casinos, are legal as long as they are operated with a valid license from the SEGOB. The Federal Law for the Development and Operation of Games of Chance and Raffles (Ley Federal de Juegos y Sorteos) governs these activities (1).
However, there are certain restrictions and requirements for obtaining a license. For instance, license applicants must be Mexican entities or have a legal representative in Mexico. Additionally, they must provide evidence of financial stability, technical capabilities, and responsible gaming policies (1).

Despite the legal framework, the enforcement of online gambling regulations can be challenging due to the cross-border nature of the internet. Consequently, some unlicensed offshore online casinos may target Mexican players, potentially posing risks related to data security, money laundering, and underage gambling (2).
